Misplaced Single Quote at the end of a Word in an RTL Text

When the RTL text has a word ending with a single quote, that quote is displayed at the beginning of the word.
The string passed to the control is:

The result is:
The quote in the first word should be at the left side of it.
Additional info: VS2013, Win 7 Pro 64bit.
